Stages of Licensure
Administrator-level licenses are issued at the initial and professional states. Licenses are divided into stages based upon completion of educational requirements, earning passing scores on required MTEL exams and employment history.
- Initial Application for licensure and payment of any fees
- Possession of a Bachelor’s degree
- Passing score on the Communication and Literacy Skills test
- Completion ofthree full years of employment in an executive management/leadership role or in a supervisory, teaching, or administrative role in a public school, private school, higher education, or other educational setting accepted by the Department.
- Completion of three full years of employment in vocational technical education, career and technical education or workforce training acceptable to the Department of Education
- One of the following:
- An Administrative Apprenticeship/Internship in the role of the license with a trained mentor, using Department guidelines
- An approved program including a supervised practicum/practicum equivalent in the role of the license
- A Panel Review and recommendation for licensure using department guidelines.
- Applications for VocTech Principal/Assistant Principal, require successful completion of the Performance Assessment for Leaders (PAL)
- Application for VocTech Superintendent/Assistant Super, require an Initial Academic teacher license or Vocational Technical Professional license OR the Preliminary Superintendent/Assistant Superintendent Academic license.
Professional
- Application for licensure and payment of any fees
- Completion of 3 years working under the Vocational Administrator license at the Initial level.
- Completion of a one-year induction program with a trained mentor while working under the Initial license.
DESE offers administrator-level licenses that are specific to vocational-technical programs. All Chapter 74 vocational-technical programs are required to employ either a principal who holds the Vocational Technical Principal/Assistant Principal
